Your council tax bill for 2017/8 will be dropping through your letterbox in the next few days. Earning Avios or other points by paying your day-to-day bills is something that a lot of people ignore.

Unfortunately, because of the huge range of utility companies, it is difficult to write a detailed post on paying utility bills by credit card. I have been doing this for years, though, when I can. There are a couple of things always worth remembering:

Some utility companies keep quiet about their willingness to take credit cards. Thames Water bills do not mention that they accept Visa or Mastercard credit cards. They presumably want to avoid paying the processing cost if they can. Yet, head over to the Thames Water website and you’ll see that Visa and Mastercard credit cards are accepted – with NO surcharge.

Some companies do add a surcharge for paying with a credit card. You need to do the maths to see if it is worthwhile.  When we had Sky for our broadband, there was a 50p credit card surcharge.  Depending on what card you pay with, these small surcharges may be worthwhile.

Most interesting, though, is this one: It seems, very occasionally, that some companies who do NOT take credit cards do let the odd one slip through. My local authority is Kensington & Chelsea. They are adamant that only debit cards are accepted for online payment – the website says:

“we accept British-issued debit cards for Mastercard and Visa and Switch, Solo, Visa Electron, Delta and Maestro Debit cards”

However, for the last five years, I successfully used my bmi Mastercard (RIP) or my Marriott MasterCard to pay my bill.  This is very attractive for me as there is no surcharge at all.

It doesn’t work with all cards. I once tried using a Tesco Mastercard and the system recognised, correctly, that it was a credit card and not a debit card. I have no idea why some cards work – presumably there is a database somewhere that tells the payment system which cards are credit cards, and some must have been missed off.

It is all very odd, when you think about it.  Because of the cut taken by the card processor, my council presumably receives less money than it is expecting.  I am credited with having paid the full amount, however, and the council clearly never bothers to try to reconcile the difference.

PS.  There is an interesting loophole in using PayPoint to pay bills.  Most Co-Op stores have a PayPoint terminal which you can use to settle council tax or other bills.  For some odd reason, the Co-Op has never clamped down on the use of credit cards with PayPoint.  Reportedly (I’ve never tried it myself) you can use this facility with an Amex or other credit card and the staff are unlikely to stop you.  Depending on your council or the utility involved, you may need to request a PayPoint payment card first which can be scanned in.

    Paying all ours for years now at pay point in the coop BT,TV,SSE. Or prepay on line or by phone EE, with Amex, apart from SKY, but use the HSBC card for that now, no charges anywhere so far. But our council tax remains a real battle ground, took me a good 20 mins to get an admission out of them that they COULD actually send me a payment book! Dark ages, no PP cards, at least with the payment book, it can be used at the post office with Amex! Don’t know if there will be a fee yet, but looking forward to trying to pay there. Takes some pain out of the bill payment process.
    Rob, no word on a new 3v card substitute yet?

      Have you been able to use Amex for council tax at post office?
      Last year someone reported that post office would not accept Amex for council tax.

      I also have Amex option and may try at post office once I have the bill.
      Failing that will use MBNA Virgin white card.

        pretty sure you can’t pay council tax on Amex @ post office, Amex is only accepted for counter services

          Thanks Harry. Will report back when l get my payment book, reminds me of the war! Ration books! My granny that is! I would have thought ctx is a counter service payment, like DVLA etc …lets see. It’s a pain, so am looking forward to beating their antiquated system at Surrey…annoyed more they won’t issue a barcode bill at all, which would make it so easy at my co op.

    I pay my Hackney council tax monthly with a credit card. They don’t take Amex but I’m currently using my Lufthansa Visa card, which is a great at 1 mile per £.

    I can confirm the Co-Op will accept Amex payments for council tax bills. Their limit is £200 a pop, but you can put through multiple payments. Very useful for when I went an entire year without paying the service charge on my flat!

      If you are doing multiple payments in my experience do not make them for the same amount as this crashed the Coop system and I had a struggle to get my money back.

    Very timely article.

    Used my BA AMEX approx. 2/3 of signup spend towards my Thames water and TV licence at my local shell garage with paypoint. Can’t complaint, as otherwise it would have been direct debit.

    Would like to know which utility company can be paid with paypoint (Amex), with no detrimental impact on bills I.e. Same rate as online direct debit account.

    Roger, most utility companies will issue a pay point card so pay at coop or wherever there inside close to you. The trick is to ask them to make your dd payments at a minimum. Tell them your usage is very variable, and you would prefer to control it better yourself by making top ups when needed. They most likely will do that, as they want your account. Spark did that for us. SSE agreed too. When we were looking on line to move supplier, the first ? I asked them was, do you take Amex? Most did, but in a roundabout way. But cost wise it has to be worth it.
    Sky still won’t budge, no way round them, and they cant issue pp cards.

      It will vary between energy companies but with Scottish Power you can overpay then ask for a refund which goes to the bank that they collect direct debit from. Of course you need to also pay on direct debit to get the lowest price.

        Don’t overpay too often. I was “told off” by TW for overpaying and claiming a refund too many times.

    I asked Yorkshire Water for a payment book as I read that it can be used at PP. The book has arrived but states “pay free of charge at any PP (cash only)” Is it still possible to use a CC to make payment .
    Was going to ask Leeds City Council for payment book, anyone here know if they allow payment at a PP using a card.

      Yes it states cash only, but you can go into a co-op and pay with Amex, it’s a max of 99.99 per transaction so you have to stack them. I have found that the paper books from Yorkshire can be hard to scan while the new plastic payment card scan without a problem – you can request a plastic payment card for free from Yorkshire Water (great customer service).

      This reminds me, i have over 500 to pay today…

            Yes just phone and ask them for the new plastic payment card – i said it’s to better control my finances… sent out within a week.

            No problem going to co-op and paying it off in full (max 99.99 per transaction, so you just stack them up – so go when co-op is not busy)

          Don’t know for Leeds council tax, but York you can… just take the slip and get it scanned at co-op pay point (it should say paypoint on the bottom)

      Don’t walk into a Co Op and when paying for Paypoint ask “Can I pay with Amex?” Just confidently put your card into the machine. I’ve never had any bother.

        Never used a pay point. Is it a machine like you see inside some banks that allow payments to be made. The 3Vs made me very lazy at looking for alternative ways earn avios.

          in my local Co-op it is linked to their till system, so you ask the till agent to process the payment (ie key in the total & scan the council tax barcode) but you insert the card yourself on the customer side – ie ‘can I pay £500 on my council tax please, that’ll be £200 + £200 +£100’

        Definetly don’t ask if it’s OK to use amex, your just asking for trouble so like G said just put your card in.

    I use PayPoint as the Coop several times a week and my experience varies.
    Remember that Coop is actually many separate companies and their policy may vary; also within same company. I have had some branches refuse PayPoint except with cash. Others accept Amex (don’t ask, just insert card) I always engage the cashier in conversation but probably at some point the systems may be changed to exclude card payments.
    I have also found that the link between the Coop system and Paypoint is unreliable with payments often failing; they have a PayPoint terminal but use the normal till.

    I use paypoint at co-op frequently as i run a small letting agency with all bills included properties…

    Currently i pay council tax (150 limit per transaction), Water (Yorkshire – 99.99 limit per transaction, it does state cash only, but no issues with Amex) and TV license (can pay in full each time) all through without a problem.. the staff know me which i don’t think is a good thing. You can stack your transactions so i can pay 2k in 1 go without a problem.
