BA announced something that Amex have to deliver, without agreeing the details with Amex. I think we can guess how the negotiations are going.
Amex don’t have to deliver anything (extra) to BA.
BA has all the info from AMEX it needs to award TPs on spend.
Every month it gets told by AMEX how many avios to post to card holders accounts.
BA can use that data to award TPs on any basis that it wishe because BA is in control of that.

The word on the street is that British Airways expects to be paid by American Express whenever tier points are earned from the Premium Plus American Express card.
If this is true (and it may not be!) you can see why American Express may not be keen, at least under certain scenarios.

If I was AMEX I’d be telling BA this is a self inflicted BA problem and they can sort it out themselves and not expect me to pay them an extra penny!

I’m not saying that is wrong as I don’t know what data Amex share with BA, but is it necessarily correct?
The number of Avios alone does not give the £ spent, as it can include various bonuses along with different earning rates (although BA should know how much has been spent with them directly earning 3 Avios / £ instead of 1.5).
It could also get horribly messy with regard to transaction dates and posting dates around card month ends and TP collection year ends.
Once BA has the data from AMEX they can do anything they like with it to take into account of things like bonus points and so on.
And transaction dates are what they are and shouldn’t hold back awarding TPs.
People know their statement dates and the now fixed TP colelction date so can arrange their spend accordingly!
but for example, when you earn 2K avios for adding a second card holder, or 9k or maybe 14K for referring a new application, do Amex tell BA you earned xxx from spending and yyy from bonuses? If they do then I agree BA have the information they need, but if not then BA can’t possibly work out spend based TPs because they don’t know the spend.
AMEX already give BA the breakdown as it is already split up according to Non-BA and BA spend in my Avios transaction summary, the only issue I see is that supplementary card holder bonuses come through as ‘AMEX welcome bonus’

Perfectly possible someone in BA assumed Amex would – on request – run the scheme again roughly as before and Amex declined.
If I were Amex I’d consider myself in a supreme negotiating position in light of such a public announcement on the bais of an assumption. Doesn’t help those who need the TPs now, nor stop people abandoning BA in favour of other FFPs. If people from April started crediting elsewhere it may be too late to keep them engaged in The Club with the lure of TPs from Amex spend.
I spoke to the BA Gold line today about some missing Tier points and the agent told me that Amex was automatically adding 2,500 tier points to BAC accounts on the membership renewal date. I stated that this has not been publicised anywher, but she assured me that she had seen it on members’ accounts already.
My membership is about to renew in a matter of days, so I guess I will find out if this information is correct or not shortly.

Sounds VERY unlikely given that, between here and Flyertalk, there must 300 regular readers per day hitting renewal ….
I just got my £300 renewal charged to my Amex statement a week ago and sadly didn’t get any nTP let alone the magical 2,500 so I think at best the lady you spoke to was being economical with the truth. Probably told you that to get you off the line.
