Current India entry restrictions?

Anyone know the current restrictions on travel to india?

The flight would be LHR-BOM then a flight from Mumbai to Goa booked on a seperate ticket. Theres test on arrival at BOM, but what I cant work out is if there is a quarantine requirement, as there is for people going to Maharashstra, but seemingly not if people then have connecting flights elsewhere, but does that also mean if theres a flight to a different indian state thats not part of the same ticket theres no quarantine requirement?

From what I can figure out, once the test on arrival is negative, you are free to go anywhere.
