Does Amex count non-UK cards in their 24 month Welcome Bonus restrictions?

Short version: Does anyone know if AMEX counts non-UK issued personal or business cards in their 24 month Welcome Bonus restrictions?
Long version: I currently like in the US and have both personal and business AMEX cards. Because I have no credit in the UK I was thinking of using the AMEX global transfer program, which will use my US credit history with AMEX, to open a UK AMEX card. However, given that I have US based AMEX cards, will I be eligible for a UK based AMEX card welcome bonus?
