No return sectors on reward flights

I’ve been looking for several weeks now for a suitable return Business Class fight using Avios and a Companion Voucher but there don’t appear to be any return sectors available for any of the Asia flights? Many of the Indian Cities are showing 200 plus I/b 0 I/b Japan 19 o/b 0 i/b. It’s the same for the Caribbean too. Have the rules changed that you can start travel overseas? There are plenty for North America but I don’t really want to go there at this time.
