Giving people a €35 voucher does not sound like a cost cutting measure to me.
You should contact BA directly about this. TRhere was an issue with BA City Flyer BPs not accessing priority security in Berlin late last year but that was down to some very behind the scenes coding issue that was resolved rather than some cost saving measure.
Legally BAEF is a different airline to mainline BA so that could be the issue in the background. Or a simple lounge staff error.
