Can you try opening a N26 EUR account in Ireland? Using some kind of address proof from there if needed. Assuming they accept cheques.
What amount is this cheque for? £28 is quite high. The cost of the sender having a EUR bank draft issued and sent to you would likely be lower. Or a transfer. Not too late to rip up the cheque via mutual agreement and find an alternative
