So practically speaking 4 adults. Well, talking about Holiday Inn, last year I did a mattress run at the Holiday Inn Potts Point, and they do have rooms for 4. Near to Kings Cross station as well as walking distance from the city (not at midday in the height of summer but otherwise OK). Breakfast is not that great though, but having intolerances is not in itself a reason to have breakfast in the hotel… most restaurants and cafes in Sydney are good with dealing with this issue, even occasionally proactively asking.
There’s also Holiday Inn Parramatta… not too far to walk to the station and there are express trains to the city. In the CBD itself I think it will be harder to get a room for 4 people unless you splurge for a suite which may cost more than two regular rooms.
