Is there a credit check upgrading BA blue Amex to Premium Plus?

Do Amex run a credit check if you want to upgrade card .
I have a friend buying a new house but don’t want any credit checks before there mortgage is approved

Depends on your history with Amex – they have done so in the past for me, but not for every occasion.

I would not risk the chance if your friend is planning on getting a mortgage. Best to wait until that is approved before upgrading.
