BA PP 241 Refund?

I have 2 241 vouchers and plan to book outward-bound flights to Australia at T-355 using one voucher and then book the returns at T-355 using the other to avoid calling an overseas number. If I then contact BA when the UK lines are open will they refund the second voucher to me like they would refund 50% of the Avios if I had used all Avios for the return leg?

No – this was highlighted in one of the dedicated threads, BA would see this as the outbound leg of a separate booking.
