Is there any idea or way to use the Iberia 200-40 offer to get some vouchers for future payment?
Buy a flexible ticket and refund? or buy any ticket then cancel in 24hrs can get the voucher back?

Not that I know of, no.
And, frankly, even if it was technically possibly I still wouldn’t do it because Iberia’s shockingly bad IT and call centres are likely to leave you up the creek.
