Just doing some test bookings from LHR to EWR for April 2025. Found a strange situation where premium economy on both legs is more than business class, for a fully flexible cash booking. Just curious as to why that happens.
As someone who flies PE for work, I see this happens a fair bit when the PE cabin is close to full. It’s the only time I get to fly business class for work.
Are you comparing a fully flexible PE booking with an inflexible Business class fare? The fact that the PE fare is fully changeable and refundable might very well make it more expensive than a non-changeable non-refundable business class fare.
The same happens with fully flexible economy class being more expensive than a non-refundable non-changeable PE fare.

Used to fly every week LHR-CGN (internally called the “Bonn Bus”). Company had a restriction on biz – often cheaper than economy.

I thought I was; just went through the BA website to put in test bookings. There were no filters or restrictions that I could see. But, for my education, what should I be looking for to tell if any are not fully flexible ? Thanks in advance.
@Pointsamateur inflexible business fares are usually I or R booking class. The flexible business fares are usually J C or D class.
Not sure how you check on BA these days after their website refreshes. I think you need to click on the flight details link in the booking.
You will usually also see text along the lines of no changes or refunds allowed.
