Good morning. First time ever silver ☺️ Sorry for newbie questions in advance.
1. Can’t seem to choose seats for free on bookings made before I was silver?
2. Can I access BA club lounges while travelling on cathay pacific premium economy ticket?
3. And bring a guest with travelling on same cathay pacific booking

When did you actually become silver?
If it’s only been in the last couple of days it may not have filtered through the system yet to allow free seat selection.
I hit Silver in October and was able to select seats on all my current bookings so as noted above it might just take a few days for your account to update.
If you became Silver with BA but are trying to change a Cathay, IB, etc. flight details you may have to call. IB for instance was very bad recognising OneWorld status on their systems (and will charge you for seat selection etc.)
Try giving them a call.
For the lounge, go to OneWorld’s website and search for the airport. They list the lounges and the requirements to enter (for instance “Lounge A is for all emerald members flying with IB and BA only”)
You can enter all One World business lounges as Silver (with a guest), it’s one of the benefits. You have an advantage over people with AA status here as it’s more restricted for them in AA lounges! Obviously if you’re flying in F, you can also use the F lounges.
*Lounge staff don’t always know this, though, so you may need to argue your case.
