Yes, there is automatic information sharing between the tax authorities of virtually every country which has been in place for some years.
Indeed, in relation to financial accounts and investments, but in relation to VAT refunds? I’d love to see some sources for this @JDB, because I can’t find any.
I just hope people don’t rely on your research for their illegal import endeavours! Tax refund data is routinely and lawfully shared. You will have seen another type of data shared as reported above by another poster. The data exchange agreements are not limited to financial accounts and investments.

Interesting data points to share – bought my wedding veil in June in Portugal. The wedding shop was a Spanish company, and they used a tax refund company based in Spain (Innova Tax Free).
Somehow the shop attendant managed to not only mispell my name on the tax free form, but also input my Irish passport details incorrectly – I was in a massive rush at the time, so didn’t have time to review. Lesson learnt. I took the goods and the form to the agent in OPO airport anyway, and he noted all of this (the errors) to me, but he just said it should be ok and that for next time to check etc etc. I followed the online instructions on the form, received an acknowledgment email a day later, and then 3 weeks later the money was in my account.
However, it all seems to be a bit hit and miss. OH purchased his suit in Porto in April. Neither his Portuguese passport or my Irish passport details were accepted by the tax free “machine” inside the suit shop, so we had to use my UK passport, which was accepted. Monies still not received.
