Other than BA reward flight finder (BA/Partner airlines) and Qatar (I can’t get their partner airline search to work?) – are there any other ways/airlines to search for Business/First Avios availability from Tokyo to London, even via multiple airlines?

For partner bookings with Qatar other than BA and couple of other ME you search via the form, but m it will present you all the available flights even if no space available. You then need to submit a request.
Another way to search with OW is through AA Advantage.

The form itself doesn’t work – like I select the airline and then the passenger class drop-down has no options, and none of the airports are found in the search box.
Regarding AA search – I’ve noticed results appearing/disappearing seemingly at random upon refreshing. And I’ve never been able to see those same OW partner flights (e.g. Finnair) showing on BA’s search – am I missing a trick here?
I have an alert set up on Seatspy for BA, then am manually searching for availability on JAL via ba.com – snagged a ticket on JAL First for January. As far as i can tell lots of JAL J and F availability comes up in the 10 days before the flight leaves. Also, if you don’t mind going via Franfurt there’s lots of availability there.
