Weird pricing to upgrade with Avios

I wanted to book FAO-LHR-EDI.
Pricing was 166 euros economy and 295 euros “business” although this was only J for FAO-LHR and Y for LHR-EDI. I paid my 1,180 Euros for 4 pax and then called to upgrade the LHR-EDI leg using Avios. I couldn’t do this online despite there being availability. I’m guessing because of the mixed fare.
The agent was a bit unsure but after putting me on hold a few times came up with 26,000 Avios cost. I checked this was for all four of us which it was so went ahead at 6,500 Avios each.
I was expecting to pay 4,500 Avios plus the difference in fees and taxes (£13 APD plus £2.50 YQ) as per the below article. Given this put a price on the Avios of 0.775 pence each I wasn’t going to quibble for a small amount but does anyone have any idea how the agent came up with the pricing?
I hate it when I think I understand something and then I don’t! The 26,000 Avios has already been charged and the reservation has been updated so it seems to have gone through fine.

Yep but I wasn’t given a choice in the matter. I find it weird how BA seem to have random values ascribed to Avios in different situations. Does the computer spit this out or did the agent make up a number?

Ah – gosh. Thank you. So BA really are changing everything to the £1 rates now. So is this just on reward flight savers or would they mess up long haul upgrades also?
Yes, rather a stealth devaluation. I was very confused by it the first time until I figured out what they were doing!
I think they’re safe as RFS has only made it to economy for long haul. They’ve jacked up the taxes and fees instead 😬
