Where does one add a third party to be able to booking?

I’ve looked everywhere but can’t find it apart from reference to it being in ‘Manage my booking’ – I’ve looked at a booking I have and can see no mention of it.
I want to book the return flight for a relative – the outbound is booked and the return will be released soon so I want to be on the case at midnight or is it 1am now. I am confident in doing it so it would easier for me.
They are in a HHA if that makes a difference.

It’s an overall third party authority, not specific to an individual booking so the relative giving you the authority needs do it in their BAC account.
