Even with evidence of misinformation provided (and admitted) by Amex these cases aren’t upheld by the FOS. They usually fall back on goodwill, so need careful handling.

Agreed, FOS will even agree that organisations (not just Amex) have acted contrary to published T&Cs and still side with them, they’re absolutely useless from the consumer’s perspective, as far as I’ve seen.
Australia’s equivalent, AFCA, actually seems to have some teeth, it’s rare to have to even go down that route, but as soon as you do even the most unresponsive organisation begins to cooperate (in circumstances where it’s warranted).
