Yes, the FTV is just credit – you can use it to wherever you want, and if the new totals are less than the value, the balance will be refunded – has to be the same travellers though when you come to re-book.
We turned a long haul 241 into a European trip and got over £1k in taxes back, plus the balance of the avios.
@Chavonoz pay £35 pp to get all Avios, your April 22 expiring voucher and remainder cash back.
Or do as @tiriavpo lays out. Cancel for a FTV. Rebook same passengers for any flight with Avios availability til Sept 23 (benefitting from your 241), and get your balance of Cash and Avios refunded. Works with a short haul booking just fine.
