some confusion here, sounds like you have the premium bank account AND the premium credit card.

The premium bank account will give you one upgrade voucher after you have reached your 1 year anniversary.

The credit card, will give you an upgrade voucher shortly after you have spent £10k but before your 1 year anniversary. The spend counter will reset at the start of year 2.

So yes you can get 2 vouchers, one before you reach one year (you have some control when that happens as it depends on your spending pattern) and another shortly after.

The two anniversary dates would be closed together if you opened the two products within days of each other like many who wanted to benefit from the 100k offer did.
