You need to claim from KLM. It’s the point you arrive back at London (any airport). You can however claim transport back to LCY
My opinion is by the book if you refuse a flight back to the same city then they’re off the hook to look after you. In reality I don’t think their systems are sophisticated enough to know you turned down a different option, unless the agent notes it on your booking. I wouldn’t spend on a hotel that I wasn’t willing to end up paying for myself in that scenario
