Yes, with IHG you can, Marriott too, at Hilton it’s 65. I’ve found at IHG the senior rate is often refundable for the same as an otherwise non-refundable rate.
I didn’t know about the Railcard discount.
Also take a look at the AARP, sometimes this gets you a better discount. As dougzz99 says often the rate may be similar to others but conditions such as cancellation terms, or slightly later checkout considerably better. I’ve had an aarp membership on and off since I was about 32.
