It’s not clear what you are changing your mind about. The voucher has been used for two people one way so is now used. You can do what you like inbound but not all agents are willing to add it to the same booking. You won’t pay the change fee if you book inbound PE on a separate booking but you will then end up paying 2 x 2 x change fees if you end up cancelling.
