Irrespective of status, on IB business class you can book seats at the same time as flight (or a month or two later if you’re booking a year out and plane still to be confirmed)
This applies to Avios bookings, both with and without 241, and doesn’t matter if you book via BA or with IB direct.

The OP actually confirms this in their later post saying they booked them 6 months out, so original post was very misleading, as is often the case only half the story.
