My personal experience (most recently MEX-MAD-LHR in May this year) is that Avios business class bookings on Iberia do get free seat selection. That trip was booked via ba.com using an Amex 241, though I’ve previously booked direct with Iberia with the same result.
Hard to find anything on Iberia’s website that makes it clear though – other that it looks like the cheapest cash bookings don’t.
Interestingly it does say “Customers with tickets purchased with Avios (or equivalent in miles) in Economy or Blue fares may select a seat free of charge when making their booking.” at https://www.iberia.com/gb/seat-reservation/ but nothing about business class.
There was a delay in being able to select them after booking as early as possible (which wasn’t quite a year out as there was a delay in releasing seats for the early part of the summer timetable).
