I believe flight-only and BAH are separate entities. As others have mentioned, adding a hotel to a flight does not make this a BAH and you wouldn’t get the additional benefits of it being a BAH, e.g. low deposit, ATOL protection etc. It seems it’s an agent trying to upsell accommodation.
When you add another element to a flight booking it does become a BAH (albeit not one qualifying for double TP etc) and depending on how/when you add another element to the flight it maybe technically offer the additional benefits of a package holiday or linked travel arrangement.
