I think you need to be an APAC resident (Aus/NZ or a handful of Pacific island nations VA serve) to join Velocity. Don’t forget you can credit to QR and earn Avios as well as any of the other VA partners (e.g. VS/SQ/AC). You should be able to use VS miles but you probably have to call.
If you’re after a direct flight I think only Jetstar fly that route at present. VA are a “mid market” carrier so you’ll get water and a cup of tea in Y but nothing else
