Ahh, you’re right – seems to be US-only, as the equivalent UK page doesn’t mention the bonus… As you were!

I vaguely recall seeing something on HfP in the last year or so suggesting that transfer bonuses like this were likely to be a thing of the past. Something to do with a change in strategy for Amex.
I don’t know if anyone can substantiate that?
Rob has commented more than once recently that Amex don’t want you to convert to airline miles as they cost amex more. A UK avios transfer bonus is therefore the last thing on their mind.
