Amex Sign-Up Bonus Eligibility: Any Luck Before 24 Months?

How strict are American Express for the new card member offers? Had a BA Blue card about 12-13 months ago. Anyone had experience trying to get the sign up offer for gold or any other AMEX before the 24 month window?

I got a sign up bonus for the BA AMEX a year ago despite not qualifying (just had closed the card 9 months earlier) for it so luck does come into it for others.

Not sure the annual fee of £650 is worth it for me.
