Data point to share. I understood that when booking an Avios redemption luggage was not included. Bought x3 flights Orlando – Washington RR (for 30k odd Avios and £13.50 !) and had free checked in luggage and automatically extra leg room seats (wasnt able to check in via BA or AA website).
It’s not usually included unless you have status.
We had exactly the same experience back in February on the same route. Couldn’t even check in using the machine at the airport so went to the desk. I just assumed they overlooked charging us as it was a manual check in – we are BA Blue for Life!
No status, just free luggage !
