BA Holidays upgrade using Avios

I’ve got a BA Holidays booking to Seville this weekend. Two Avios seats in Club Europe have opened up, and I can see them on ba.com. I can’t amend my booking online, and when I called this morning to upgrade the call centre said there’s no Avios availability, and that they pull Avios seats from a different bucket. Is this correct? Is it worth calling again and speaking to another agent?
Who did you call, the EC or BA Holidays? I think BA Holidays can do this.
I’m sure other readers have been able to do this. Have you googled/gone through the forum to see if you can find any similar threads?
That said, it might be a specific issue with the fare bucket they use for economy flights. The example I’m thinking of was someone who upgraded from PE to CW.
But Seville is a fairly short flight and you sometimes get reasonable cash upgrade offers as well.
It’s definitely possible from PE to J. As NorthenLass says it’s probably the fact you’re in one of the few economy fare buckets that doesn’t qualify for upgrades. You have to call to do this and in my experience so long as you don’t get shunted off to an overseas call centre the BA Holidays staff properly know their stuff.
I’m wondering if the original booking was in O, G or Q class, and therefore
not subject to an upgrade? But the BA Hols person *should* have known that, if so…

That would have to be an airport offered upgrade.
BA Hols bookings don’t get the pre departure (POUG) upgrade offers.
