Cashback amex to platinum – welcome bonus ?

A friend of mine has an amex cashback and wants to move to the platinum card, if i invite him will he get the welcome bonus?

the terms and conditions mention the following:

I understand I will not be eligible for any Welcome Bonus award if I hold or have held any personal Membership Rewards enrolled American Express Cards in the past 24 months.

so i assume he will? if he doesnt and uses my link will i still get the points anyway as referring a friend?

Slightly off-topic but it’s nice that they got rid of the “Platinum” branding on the cashback cards and just straight up call it Cashback now.
