Euro transactions FX free?

In the ARCC article today it says that EUR transactions are FX free in the Eurozone but I’m fairly certain that past articles have said that EUR transactions are FX free.
The two aren’t the same thing. For example, hotels in Egypt typically offer you the choice of payment in either USD or EUR so anyone have any experience of using VS Mastercard for EUR transactions outside the Eurozone?
If I remember rightly (although may not be applied in practice), the transaction needs to be made in the UK or Eurozone, not just made in €. Look at the T&C, downloadable from the card application form.
I think we even had a report of a case where they bought something in the EU in euros, but the transaction was processed by a Swiss company, so it attracted a FX fee.
But isn’t it free in the EEA, not just Eurozone?
And not all of the eurozone is in the EEA
Switzerland isn’t in the EEA either. And I can confirm that CHF attracts a forex fee on the Virgin card.
If I remember it has to be a physically in person transaction to avoid the forex fee rather than it being online and priced in €
I’ve done online transactions with no fee.
