Probably a really obvious answer but worth clarifying just in case…
Now that it has completed its refurb(?), im planning on staying in the ANA InterContinental Tokyo for my 40th Birthday Trip on a Cash Booking. Looking to book a room with Lounge Access, but when i do so, it offers me a Standard Advance Rate and a Standard Advance Rate Incl. Breakfast. Now these two rates are offered on every room so is this just a mistake as it seems odd to offer a rate which includes breakfast on a room with lounge access? Hope that make sense but worth clarifying?!”
They often do that because breakfast in the lounge won’t be as extensive as breakfast in the main restaurant. Some people want the full monty.
Also lounges don’t generally have as much space/formal seating so if you’re meeting customers/colleagues/family etc you might want a full sit down breakfast.
It’s worth doing a bit of research to minimise the risk of disappointment (though at an IC the chances of the lounge breakfast being good are pretty high). This thread on Flyertalk is likely to have posts by people who have sampled both lounge and restaurant breakfasts!

Not sure what you think the obvious answer is but it is NO
All ICs with a lounge will have some sort of lounge breakfast but this may be better or worse than the breakfast in the restaurant. You don’t have access to the restaurant without paying unless you are Diamond, or the hotel permits lounge guests to choose between lounge and restaurant breakfast.
Some CPs don’t even offer breakfast in the lounge, or have a very limited offering. Some CPs also permit lounge guests to choose restaurant breakfast – and this does not seem to correlate to whether the lounge breakfast is good or not. Sometimes hotels will allow restaurant breakfast to lounge guests only when there are very few people who have access that morning, and the hotel can’t be bothered to (partially) duplicate a breakfast buffet that nobody might go to.
