The thing about the WA in Shanghai is that the main building (Heritage) is beautiful but the modern building behind where most rooms are, really isn’t very nice. Upper floors of the new building have a river view. Hilton must have got some special deal on bad repro furniture (and not even in Chinese style) as the whole place is awash with it, bizarrely even in the modern building and it’s all looking a bit tired.

Nanjing Road East is like Oxford Street and isn’t a location I would choose in Shanghai…

It’s not easy! It took us about six trips in various hotels to decide on the right place. If you are there for a relatively short time, I would really go with location for a combination of the views, convenient transport access and nearby restaurants, so either on the Bund (possibly including the newly and very well developed North Bund) or perhaps better on the Pudong side looking back at the Bund. It’s a sight which you won’t tire of!
We now stay at the Grand Kempinski which is very reasonable/great value and while it isn’t the best hotel in town, it ticks every box for us. Extremely comfortable, much bigger than average sized rooms, great staff/service, tip top lounge, wonderful views, interesting collection of Cuban art, close to Lujiazui metro and one of the very few ferry crossing points, right on the long riverside walkway with unparalleled Bund views. The Mandarin is a few doors down.
I’m afraid it’s one of those cities like Paris with so many good options that there’s no right answer.
