Tallinn reward flights

Hi all . Anyone know how I book reward flights to Tallinn . I’ve tried via the Avios app but it doesn’t work . Thanks .

BA does not fly to Tallinn.

Finnair may still do it on Avios with a change of aircraft in Helsinki, but if the connection is flown by Norra for Finnair it can’t be booked online, only by phone. Unlikely to be good value vs a direct low cost carrier flight.
