The Barclays app doesnt give this option and Barclays customer service say if its not shown, I’m not eligible to upgrade to it – this seems to be a stock answer from two different agents. Does anyone know if theres a solution to this?
The answer is correct – if the option is not available in the app then the humans do not have the facility to override it. The only option is patience, it may (or may not) appear at some future point.
If you’ve previously changed card types you generally don’t get any options for three months. If you’ve previously downgraded from Avios Plus to the free version, anecdotal evidence suggests 12 months before you get the option to upgrade again.

Related question for me as the option to upgrade has now appeared for me again (after 12 months, was previously AP, then standard). Will I still receive the 5k bonus Avios if I now upgrade again? The Ts and Cs only cover the scenario of awarding one Avios welcome bonus – ie. if you close your account then you aren’t eligible for 2 years. But in this instance I haven’t closed it, simply downgraded and now planning to re-upgrade? Anyone done this and know?

Wrong, you do sometimes get offered a bonus for upgrading.
I have just been offered the upgrade to the Plus card exactly 12 months after downgrading to the free card. My offer was explicit in that I would receive 1,000 Avios points as a welcome bonus.
