Upgrade to BA Prem Plus Card

For various reasons i downgraded my BAPP card a a year ago and now am trying to upgrade again. I’ve phoned Amex and they said there are no upgrade offers available. I said I was happy to pay fee etc but nothing was offered.

So it sounds like I have to cancel the existing standard card and then reapply for the prem card. Is this a typical experience or are they just not offering due to my credit score or something like that?
