I’m not sure what you’re asking here – you can make a travel booking for anyone you want, they don’t have to be BAEC members. The HHA only matters if you want to draw on several people’s avios. You could also add them to friends and family to make the booking process a bit faster.
If you’re using 241s, unless they belong to the same person you would have to make separate bookings for each pair of travelling adults (though you can add children to a 241 booking).
It might be easier if you explain what the proposed itinerary is and how you were planning to book it?
