How is the person at the call centre going to know that you are not one of your in-laws. Assuming you have all their details to hand you can ‘act’ as one of them to make the booking.
I am not encouraging anyone to commit fraud, but if it is their 2-4-1 and they are paying and their names are on the booking, then I don’t see any issue here.
