Are you possibly trying to seat two infants in a single Club Europe row that has a blocked out middle seat, example 4A and 4C ?

If so, try adult in 4A, child in 4C and similar in next row (or across the aisle) with Adult in say 4D and child in 4F. That would prevent infants being seated next to each other.

Otherwise no idea.
