Several Avios redemptions I’ve cancelled have had that restriction. You should get your cash back (minus the cancellation fee), but it always seems to take 3 or 4 days to appear for me (BA Amex) – it doesn’t show as pending, it just appears.

EDIT: Checking again, there are two variants. If you’ve used a 2-for-1, you’ll have:

*m*redemption/restrictions may apply/no cash refund/non endorsable

Whereas if you just used Avios alone, you’ll have:

*m*redemption/restrictions may apply/restricted refund/non endorsable

Both should refund just fine (again, minus the fee).
