    I recently triggered the 241 voucher on my free BA AMEX card.
    I was wondering if I can still get the better voucher that came with Premium Plus card if I upgrade now or am I too late?

    I believe you are too late – you should have changed to the premium card before hitting the £10k spend let alone £12k
