I want to transfer money to pay for a service.
Amex is not an option, but PayPal is.

No limit as far as I know if you’re paying for a service through a retailers site
If you’re paying for goods and services you’ll be fine.
If the supplier asks for you to pay using “friends and family” you’re potentially opening yourself up to a slap on the wrist / worse from Amex as well as no protection from either Amex or PayPal.

As SteveJ mentioned, any payment to friends and family could risk triggering compliance. I paid £20 to a friend and my account was locked until additional authentication. You can get by with one payment, but anything more, you are inviting trouble.
I’ve paid a few times to a local club I attend in the last few months. Sent to a person’s PayPal account (Not Business)
Not had any issues but its only been about £20 each time.I’ve also paid for an item on Marketplace but didn’t send it as Friends and Family and I paid the fee just to cover the risk.
