as per the title, I know you can book a flight using Avios on BA for a family member by adding their details to friends and family list. Can we do the same on Qatar?

You mean book a QR flight for her from your BA account? There shouldn’t be a problem with that.
You can book QR flights for a friend if you book through BA “Family and Friends”.
For anyone to book on QR using the QR website, one of the passengers travelling must have sufficient Avios in their QR account n
When booking a redemption on the QR website you can enter whatever name you like, just choose “Other Passenger” from the drop down menu above the name field.
If your avios are held in BA, all the avios must come from your own BA account, and you should move them to QR before beginning the booking. There is a chance of failure if you attempt to pull the avios from BA as part of the booking process.
Yes I should have been clearer…I meant booking a flight on Qatar website, on a Qatar flight using my Avios… as it’s cheaper booking this way then directly on BA website. So as per John it seems I can, just transfer the Avios from my BA ac to my Qatar account and then book for her using her name, under other passenger
