Cancelation fee when paid Avios + £0

Just checking some JAL internal flights. Economy for 2 shows as 15,000 Avios and £0.

Does this mean that if I cancel the flights I will get a refund of 15,000 avios and not be charged the £35 per person cancelation fee?
