Is this normal please? My tier points collection year end is in June 2023 but my card expiry date is end of July 2024.

A bit more info? Have you qualified for your current level already this tier point year? E.g. if you’ve done 450 tier points in the last two months then you’ll be silver for the rest of the current year and also the subsequent year so you’d be silver until 31 July 2024 (they add on several weeks extra probably as a legacy from when things posted more slowly).
But you still have until 8 June 2023 to earn the rest to get gold.
