Downgrade from BAPP and minimum income

Hi all
P2 has held a BAPP for several years. Her spend year resets in mid October and we’re not planning to spend for a companion voucher again next year so would be wanting to downgrade to the free card. However, would she have to meet the new personal income requirement for the free card to downgrade to it?
I realise alternative would be to just cancel the card but would prefer to keep a BA card to avoid any issues with using the companion voucher earned this year.
As I understood it there’s no check on downgrade. Yes, it seems 241s being cancelled if you cancel the British airways card entirely.
