Yes this happened to me a few weeks back. I spoke to them on chat, who were able to disable the 2FA. Then I could set it up again using an authenticator app which works fine.
Also happening to me today. Some chat in August on the Flyertalk Finnair forum suggests this might be a longstanding issue.
Looks like an authenticator app is the way forward – just a shame that they don’t support the one I already use.I had to try around 10x. Finally got text and disabled SMS verification and did Google authenticator app instead. What a mess.
After not receiving the text after two attempts, and needing the Avios for a quick redemption, I immediately tried the google authentication and it worked instantly.
