I am booking flights for a family member who has the free companion voucher and am wondering if i can use it to book economy tickets and then pay with cash to upgrade to premium

You can usually only do a cash upgrade on an avios ticket at the airport. I’m assuming that the free companion voucher being used on the booking would rule out any rebooking options into a higher class using avios, which you can do with the Premium Plus voucher.
